The Team

Is a graduate of B.S. Management Engineering from the Ateneo de Manila University and holds a Juris Doctor from the Ateneo de Manila School of Law. Prior to joining the Department of Energy, he was an Associate at the R.A. V. Saguisag & Associates and became the Chief Legal Officer of the Presidential Committee on the Bataan Nuclear Power Plant.

He started his career with the DOE as Assistant Secretary in-charge of Legal, Financial and Management, and Administrative Services from 1995 to June 1997. He acted concurrently as Officer-In-Charge of the Policy and Programs Office, which included international energy cooperation. He later became an Undersecretary for the electric power industry and was in the forefront in the formulation and implementation of the Electric Power Industry Reform Act (EPIRA), the law governing the restructuring of the Philippine Power Sector. As Undersecretary, he was the focal person on international energy cooperation activities. He represented the DOE in various government agencies, such as the Investment Coordination and Infrastructure Committees of the National and Economic Development Authority (NEDA), and the Governing Board of the Philippine Economic Zone Authority (PEZA). In addition, he served as Chairman of the Steering Committee of the Wholesale Electricity Spot Market (WESM), the establishment of which will facilitate an efficient venue for the trading of electricity.

In 2005, he was appointed President and Chief Executive Officer of the National Power Corporation (NPC). In his more than three years stint as President of the Corporation, he helped put the country’s pioneer power generation company back to its feet after being in the red for more than ten years. His efficient management of NPC’s finances and operations set in motion NPC’s turn around, boasting a record profit of P136.7 Billion in 2007, the highest in the Corporation’s history. During his term as NPC President, he also became Chairman of the Heads of ASEAN Power Utilities/Authorities, as well as Council Member of the Association of the Electricity Supply Industry of East Asia and the Western Pacific (AESIEAP).

He also served as a Director of Land Bank of the Philippines representing Land Reform Beneficiaries, and later as Private Sector Representative.

He is a professor at the Ateneo School of Law for the subject of Energy Law.

Obtained his Juris Doctor degree from the Ateneo School of Law. After taking the Philippine Bar in 2003, he worked for Martinez, Martinez and Alcudia Law Offices where his field of concentration include Corporate Law and Litigation, Corporate Record Keeping, Contract Drafting and review, and Taxation. Upon admission to the Philippine Bar in 2004, he worked as Legal Consultant for the Commercial and Business Affairs for the Office of the Mayor of Pasig City and was Chairman of the People’s Law Enforcement Board of the same city. He was a member of the Mayor’s Elections Legal Team during the May 2004 National Elections.

In 2005, he also provided consultancy services to National Power Corporation and worked as Department Manager from 2006 until 2008. Currently, he served as an Executive Assistant to the Office of the Board of Directors of the Land Bank of the Philippines.

Holds a Bachelor of Laws degree from Arellano University and a Master of Public Administration degree major in Public Policy and Program Administration from University of the Philippines-National College of Public Administration. He started work in local government as member of the local legislative council in 1993 while pursuing his Political Science Degree from the University of the Philippines. He then served as Chief of Staff of a governor before he transferred to a law firm specializing in inter-jurisdictional taxation, corporate maintenance and transaction advisory in 2004. In 2007 he again joined the government to serve as Chief of Staff of a Congressman who went on to become the Chair of the Committee on Agriculture.

In 2010, he served as the national representative of a Fortune 500 company aiming to develop its transportation technology and other allied businesses in the Philippines. At the same time he advised a leading outdoor advertising company in its geographic expansion. He also advised the establishment of a media content company’s local business operations. He has been a consultant of a top energy company for the past six years.

Has almost 15 years of experience in the power sector, which included stints working for the National Power Corporation (NPC) and the National Transmission Corporation (TransCo) where she served as Vice-President for Corporate Services and as Corporate Secretary, respectively. Her first assignment in NPC was at the Privatization and Restructuring External Office (PREO), the group tasked to recommend the privatization and restructuring strategy of the power industry and which drafted the Electric Power Industry Reform Act. Before joining the government, she worked as a litigation lawyer for the United Coconut Planters Bank including its subsidiaries and its affiliates.

Atty. Valeros is a graduate of Bachelor of Arts, Major in Political Science and Bachelor of Laws from the University of the Philippines. She took up special studies on Training in Guidance in the Privatization of Public Assets and Regulatory Measures at the Erasmus University of Brussels, Belgium in 2000.
