For the privatization of the existing 116 MW Subic Diesel Power Plant via a Lease, Operate, Maintain and Manage contract, to ensure the commercially viable interim operations (3 to 5 years) of the plant by a service provider; prepared financial and economic analyses, recommended tariff structure and other financial provisions for inclusion in the proposed contract; prepared technical specifications for the upgrading/rehabilitation of the power plant to be implemented by the bidders; and drafted the Concession Agreement and other ancillary agreements governing the transfer of operation of the power plant.
Review of all duly referred PEZA power projects and other power concerns of PEZA; prepared Proposed Privatization Schemes for PEZA; rendered advice on the planned divestment of PEZA’s direct participation of power in the in the public ecozones by way of introducing private sector participation in electricity distribution through a management, lease or concession agreement; drafted the Proposed Electric Power Purchase Agreement (EPPA) between PEZA and the Cebu Electric Development Corp for the Mactan Export Processing Zone (MEPZ); prepared the Project Inception Report on Transco’s Divestment of the Dasmarinas-Abubot-Rosario Subtransmission Assets; drafted the Bidding Procedure and Terms of Reference for the Electric Energy Supply Offer to PEZA-Cavite Economic Zone CEZ; reviewed the SBMA Distribution Management Service Agreement.
Reviewed proposed amendments to the EPIRA Law, prepared reports on the wholesale electricity spot market, Energy Regulatory Commission, power rates, electric cooperatives, energy supply, demand and pricing, prices of petroleum products, traditional and renewable energy resources and proposed uses of the Malampaya Gas Royalty Funds.
